All drivers seem to think the problem is not them, yet accidents and pet deaths continue to happen on our residential streets. The idea is not to enforce 20mph, but to encourage drivers to thing and to realise that 20-30 is the best speed in residential areas. As you say, driving faster rarely pays a dividend.
